Developmental Fees

The City of Greenfield imposes fees on the issuance of permits and applications for various planning, development, construction, and business operation activities. These fees are intended to recover the costs to the City of providing the services required to issue and administer each permit, planning, or development application. Costs include City staff time, the costs of required consultants, review and processing costs imposed by other agencies, and required inspection services.

About the Process

At the time the application is made for a required permit, planning, or development activity, the applicant will be required to submit to the completed application form, the application fee and a security deposit against which City costs in processing and administering the permit, planning, or development application will be credited. The amount of the application fee and the security deposit vary depending on the type of permit, planning, or development activity for which an application is made. Receipt of the application fee and the security deposit is required before any permit, planning, or development application will be processed.

At the time any permit is issued or planning or development activity is approved, the City will calculate the total costs incurred by the City in processing the permit, planning, or development application and those costs will be credited against the security deposit made by the applicant. If the costs as calculated exceed the amount of the deposit, the applicant must pay to the City that amount before the permit will be issued or the planning or development application approved, unless payment at a later date is allowed by the Greenfield Municipal Code. If the costs are less, the applicant will be refunded the difference.

For projects that involve the issuance of a sequence of permits, payment of all costs associated with the issuance of any single permit must be made before an application for any subsequent permit will be processed. For projects that involve a series of planning or development applications, payment of all costs associated with the approval of any single planning or development application must be made before any subsequent planning or development application will be processed. For projects that involve on-site inspection services, payment to the City of all inspection related services and costs must be made before a certificate of occupancy will be issued.
