Q: What company provides garbage service to the City's residents?
A:
Tri-Cities Disposal provides the City's residents with garbage services. They also provide recycling and yard waste services. To contact Tri-Cities Disposal, please call 1-888-678-6798 or visit their website at www.montereydisposal.com.
Q: Where would I find information regarding current projects out to bid?
A:
Projects out to bid are advertised in the local newspaper. To obtain sets of plans and specifications please contact City Hall. For bid results please contact the City Clerk's Office.
Q: How do I change my current utility services?
A:
Please come into City Hall. A form will need to be filled out and signed. Changes can be made only be an individual listed on the account.
Q: How do I start utility services in the City?
A:
To begin utility services (water, sewer and garbage) please come in to City Hall. Please bring a state issued driver's license or identification card, social security card, and the new address. There is an application that must be filled out and a deposit must be paid. Deposits are calculated by the address and the type of services requested.
Q: How long does it take to get a business license approved?
A:
Business licenses are approved usually within 10 business days, however, is some cases it may take longer.
Q: How much is the fee for a business license?
A:
Business license fees are $40.00 per year. Fees are due once your application has been approved.

Business license applications are available on our website in the Finance Department section or at City Hall.
Q: When will my utility service deposit be refunded?
A:
Service deposits for homeowners will be refunded after 12 consecutive months of payments without any penalty notices. Service deposits for renters will be refunded after 24 consecutive months of payments without any penalty notices. If a penalty is applied to your account during these periods then the consecutive months restart. We will mail your service deposit refund check to any forwarding address provided or to the mailing address on record.
Q: How can I pay my utility bill?
A:
Utility bills can be paid via cash, check or money order in person at City Hall. Your payment can also be placed in our payment drop box located in the lobby of our City Hall office or payments can be mailed to City Hall, P.O. Box 127, Greenfield, CA 93927. If our office is closed please feel free to drop your payment through the door slot at City Hall. Payments received through our door slot are entered the next business day. Please remember to always include your payment stub with your payment.
Q: What requires a building permit?
A:
1997 UNIFORM ADMINISTRATIVE CODE

301.1 Permits Required. Except as specified in Section 301.2, no building, structure or building service equipment regulated by this code and the technical codes shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a separate, appropriate permit for each building, structure or building service equipment has first been obtained from the building official.

301.2 Work Exempt from Permit. A permit shall not be required for the types of work in each of the separate classes of permit as listed below. Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in violation of the provisions of the technical codes or any other laws or ordinances of this jurisdiction.

301.2.1 Building permits. A building permit shall not be required for the following:

1. One-story detached accessory buildings used as tool and
Storage sheds, playhouses and similar uses, provided the floor area does not exceed 120 square feet (11.15 m2).

2. Oil derricks.

3. Movable cases, counters and partitions not over 5 feet 9 inches (1753 mm) high.

4. Retaining walls which are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding flammable liquids.

5. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons (18,925 L) and the ratio of height to diameter or width does not exceed 2:1.

6. Platforms, walks and driveways not more than 30 inches (762 mm) above grade and not over any basement or story below.

7. Painting, papering and similar finish work.

8. Temporary motion picture, television and theater stage sets and scenery.

9. Window awnings supported by an exterior wail of Group R, Division 3, and Group U Occupancies when projecting not more than 54 inches (1372 mm).

10. Prefabricated swimming pools accessory to a Group R, Division 3 Occupancy in which the pool walls are entirely above the adjacent grade and if the capacity does not exceed 5,000 gallons (18,925 L).

Unless otherwise exempted by this code, separate plumbing, electrical and mechanical permits will be required for the above exempted items.

301.2.2 Plumbing permits. A plumbing permit shall not be required for the following:

1. The stopping of leaks in drains, soil, waste or vent pipe, provided, however, that should any concealed trap, drain pipe, soil, waste or vent pipe become defective and it becomes necessary to remove and replace the same with new material, the same shall be considered as new work and a permit shall be procured and inspection made as provided in this code.

2. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, nor for the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures.

301.2.3 Electrical permits. An electrical permit shall not be required for the following:

1. Portable motors or other portable appliances energized by means of a cord or cable having an attachment plug end to be connected to an approved receptacle when that cord or cable is permitted by the Electrical Code.

2. Repair or replacement of fixed motors, transformers or fixed approved appliances of the same type and rating in the same location.

3. Temporary decorative lighting.

4. Repair or replacement of current-carrying parts of any switch, contactor or control device.

5. Reinstallation of attachment plug receptacles, but not the outlets therefore.

6. Repair or replacement of any overcurrent device of the required capacity in the same location.

7. Repair or replacement of electrodes or transformers of the same size and capacity for signs or gas tube systems.

8. Taping joints.

9. Removal of electrical wiring.

10. Temporary wiring for experimental purposes in suitable experimental laboratories.

11. The wiring for temporary theater, motion picture or television stage sets.

12. Electrical wiring, devices, appliances, apparatus or equipment operating at less than 25 volts and not capable of supplying more than 50 watts of energy.

13. Low-energy power, control and signal circuits of Class II and Class III as defined in the Electrical Code.

14. A permit shall not be required for the installation, alteration or repair of electrical wiring, apparatus or equipment or the generation, transmission, distribution or metering of electrical energy or in the operation of signals or the transmission of intelligence by a public or private utility in the exercise of its function as a serving utility.

301.2.4 Mechanical permits. A mechanical permit shall not be required for the following:

1. A portable heating appliance.

2. Portable ventilating equipment.

3. A portable cooling unit.

4. A portable evaporative cooler.

5. A closed system of steam, hot or chilled water piping within heating or cooling equipment regulated by the Mechanical Code.

6. Replacement of any component part of assembly of an appliance which does not technical alter its original approval and complies with other applicable requirements of the codes.

7. Refrigerating equipment which is part of the equipment for which a permit has been issued pursuant to the requirements of the technical codes.

8. A unit refrigerating system as defined in the Mechanical Code.
Q: What happens if my building permit expires?
A:
303.4 Expiration. Every permit issued by the building official under the provisions of the technical codes shall expire by limitation and become null and void, if the building or work authorized by such permit is not commenced within 180 days from the date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 180 days. Before such work can be recommenced, a new permit shall be first obtained to do so, and the fee therefor shall be one half the amount required for a new permit for such work, provided no changes have been made or will be made in the original plans and specifications for such work; and provided further that such suspension or abandonment has not exceeded one year. In order to renew action on a permit after expiration, the permittee shall pay a new full permit fee.

A permittee holding an unexpired permit may apply for an extension of the time within which work may commence under that permit when the permittee is unable to commence work within the time required by this section for good and satisfactory reasons. The building official may extend the time for action by the permit- tee for a period not exceeding 180 days upon written request by the permittee showing that circumstances beyond the control of the permittee have prevented action from being taken. Permits shall not be extended more than once.

Q: How are fees calculated for building permits?
A:
304.1 General. Fees shall be assessed in accordance with the provisions of this section or shall be as set forth in the fee schedule adopted by this jurisdiction.

304.2 Permit Fees. The fee for each permit shall be as set forth in Tables 3-A through 3-H. Where a technical code has been adopted by the jurisdiction for which no fee schedule is shown in this code, the fee required shall be in accordance with the schedule established by the legislative body.

The determination of value or valuation under any of the provisions of these codes shall be made by the building official. The value to be used in computing the building permit and building plan review fees shall be the total value of all construction work for which the permit is issued as well as all finish work, painting, roofing, electrical, plumbing, heating, air-conditioning, elevators, fire-extinguishing systems and other permanent equipment.

304.3 Plan Review Fees. When submittal documents are required by Section 302.2, a plan review fee shall be paid at the time of submitting the submittal documents for plan review. Said plan review fee shall be 65 percent of the building permit fee as shown in Table 3-A.

The plan review fees for electrical, mechanical and plumbing work shall be equal to 25 percent of the total permit fee as set forth in Tables 3-B, 3-C and 3-D.

The plan review fee for grading work shall be as set forth in Table 3-G.

The plan review fees specified in this section are separate fees from the permit fees specified in Section 304.2 and are in addition to the permit fees.

When submittal documents are incomplete or changed so as to require additional plan review or when the project involves deferred submittal items as defined in Section 302.4.2, an additional plan review fee shall be charged at the rate shown in Tables 3-A through 3-G.
Q: How do I get scheduled for a building inspection?
A:
Inspections are conducted Monday through Friday between 9am – 12pm, 1pm -3pm. All the inspections must be scheduled at least a minimum of 24 hours in advance. You must have your permit number available when scheduling. You will be contacted no later than 5pm the day before your inspection with a time. Confirmation of the inspection time is required by the applicant before 9am of the day of the scheduled inspection. No inspections will be performed without confirmation of the inspection time.

17.82.020 Permit Requirements (G.M.C Title 17-Zoning)
Zoning Clearance/Plan Check is required prior to operation any commercial/office-related use within a residential neighborhood or zoning district, residential structure or accessory structure thereof within the City in accordance with the provisions of this section. The use of the dwelling for the home occupation shall be clearly incidental and subordinate to its use for residential purposes. The applicant must demonstrate they reside at the dwelling listed on the permit application.
